The Hatch Act is a 1939 federal law that limits partisan political activities by government employees to keep the workplace nonpartisan. It mostly covers federal workers (not regular city officials like in Chicago) and bans stuff like campaigning on duty. Chicago has its own similar rules under the Governmental Ethics Ordinance that prohibit city employees from doing political activities like attending rallies during paid time or using city resources.​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​ Basically, it’s illegal if they’re being paid.

Why were two City Hall employees at a protest? Shouldn't both have been back at work in City Hall? Were they on the city payroll for being at a political rally?
