This is a good first step, but honestly there should be almost zero mail-in voting in the future. All votes should be on paper ballots that you show up to cast, in person. Only in extremely rare circumstances should a mail-in ballot be cast. The chain of custody is broken the second that ballot leaves the printer. Elections should be secure. Not convenient. With mail-in voting there are literally a dozen spots for potential fraud. Printing. Mailing. Receiving. Filling out. Returning. Signature matching. Processing. Every single step is a potential fraud or failure point. We need to start doing away with them entirely.
