Behold, Greater Boston. There are no real counties, the major regional transit agency is run by the state, and very small underfunded agencies run suburban bus service. There are no regional land use powers, and there are 100-150 muni, depending on how you slice it.

Municipal fragmentation is an under-appreciated structural factor driving a lot of America’s government dysfunction around housing and transportation. For example, there is one agency that is in charge of public transit in and around London, compared to 27 in the SF Bay Area.

What would this world mean for politics? Immediately, nothing. The Senate would still vote and act as it always had. But there is something unstable when the popular and represented vote shares are so different, and I wouldn’t be surprised if institutional reform ensued

In the (admittedly very unlikely) event that the FL, TX, MT, and WV Senate races see party flips, next year Democrats would have a 51-49 Senate majority while representing nearly double the population, by the measurement of each senator gets half the state population
