I've been working with IT Staffing Augmentation Contracts (ITSAC) data for Texas State Agencies and it's abundantly clear we have a major problem. Looking just at contracts started within the last year for HHS, I've found 14 companies who self-report as being H-1B dependent have received ITSAC contracts for 63 workers for a total of $13,415,777. (~213k per worker) Stepping back a bit further, I checked into the DIR data and cross-referenced ITSAC vendors who have multiple H-1B approvals and found 583 contracts for $144,786,453. (~248k per worker) Beyond this - the first few names on the Purchase Orders that I ran, all have LinkedIn presence stating they're working for someone other than the vendor who put their name on the purchase order. Better yet, most of these vendors seem to specialize in state and city level contracts. I'll be holding off on publishing my full findings until I can pull in all the data but the first look was too ugly not to share. However, even without the full data, I can say with 100% certainty @GregAbbott_TX's order on banning/pausing state level H-1B hiring is/was pointless without extending it to IT Staffing Augmentation Contracts. Also - interestingly enough, I just had a tip hit my inbox that shows one of the biggest vendors is issuing fake payroll to an H-1B recipient who doesn't have a "client." It kind of makes me wonder how much oversight there is into these "vendors."
