Many people from my chat and other communities have been reporting that they can't progress there terminal / ticket quest line (main story) due to a bug with Kerman,
Long story short, Kerman is not responding via the laptop in hideout even though all steps have been complete, Iv been stuck on this bug for a week now hoping it would fix with time, Quite a few people are pressing to get this fixed because its a big part of there motivation to play and experience terminal.
