When people list “crime” as an issue of increasing concern do they include when they see someone suffering from addiction/illness/homelessness in public? I’d wager that a significant portion of people who say “crime is getting worse” in Toronto are referring to these people in public view, not doing anything to harm anyone but themselves. Feeling uncomfortable in public is different from actually being unsafe.
