It just doesn't really matter because CER makes some people comparable or higher. Maki outstats pretty much everyone in sendai, and a lot of people also tend to forget that HRs are hard to predict because no CE.

@EtherionMaster Ryu and Uro both have combat abilities on the level of special grade, and would be considered special grade by the standards of JJT. Even Dhruv would. By the standards of Kenjaku and Sukuna they wouldn't be special grade.

Because Kenjaku was around for the Civil war of Wa that puts him at around ~180AD minimum. There is even evidence to support he is from the BC era, but thats speculative theory crafting.
