The Midianites had infiltrated the Israelite camp by using their women to lure the soldiers into sexual immorality through deception and seduction. When the Israelites later conqured the Midianites, they were instructed to spare women who had not participated in that campaign (i.e., all virgins). Women of age were likely taken as wives (which was merciful in that time, because they had no home to return to and would die), and child virgins were assimilated into Israelite homes.
