The U.S. debt is basically a pile of IOUs called Treasury bonds. Some are held by foreign governments like Japan and China, who buy them because they are considered the safest investment on the planet. That part is real debt. But about a third is money the government owes to itself, mainly the Social Security trust fund. Which, honestly, is kind of a fiction. You cannot really owe yourself money in any meaningful sense. So that headline $38 trillion number? A bit cooked.
