Some are held by foreign governments like Japan and China, who buy them because they are considered the safest investment on the planet. That part is real debt. But about a third is money the government owes to itself, mainly the Social Security trust fund. Which, honestly, is kind of a fiction. You cannot really owe yourself money in any meaningful sense. So that headline $38 trillion number? A bit cooked.
