On 17.06.2026, Joint Action Forum on Minorities (JAFM) led by Chairman @PWilsonDMK along with convenor Mr.John Samuel, conducted the National Consultation on the proposed FCRA (Amendment) Bill, 2026 brought together cardinals, religious leaders, legal experts, civil society representatives, educational institutions, social service organisations, and community leaders from across India.
The consultation reaffirmed a collective commitment to seeking the withdrawal of the proposed FCRA (Amendment) Bill, 2026 and safeguarding constitutional freedoms, minority rights, and the autonomy of charitable, educational, healthcare, and humanitarian institutions that serve millions across the country.
The consultation witnessed the Participation of several prominent leaders including His Eminence Cardinal Oswald Gracias, former Archbishop of Bombay; Dr. Raju Alex, representing His Eminence Cardinal Anthony Poola; Fr. Mathew Koyickal, Deputy Secretary General of CBCI; Rev. Asir Ebenezer, General Secretary of NCCI; Rev. Vijayesh Lal, General Secretary of the Evangelical Fellowship of India (EFI); Rev. Rajah Singh, General Secretary of IEM; Rev.Fernandas Rethina Raja, General Secretary of the Church of South India; Ms. Kunjamma Mathew, President of the National YWCA; Mr. A.C. Michael, National Coordinator of UCF; Sr. Sneha Gill, CBCI–DLF and Member of the Delhi Minorities Commission; Rev. Peter Paul Thomas, Bishop of the Arcot Lutheran Church; Dr. Edison Samraj, Director of Education, Southern Asia Division of the Seventh-day Adventist Church; Dr. Anburajan of Jesus Redeems; Mr. Inigo Iruthiyaraj Ex-MLA, Mr. Idaya Benzigar, former officer of the Income Tax Department; Pr. D. Rajan David Livingston, Joint Secretary of the Synod of Pentecostal Churches, Tirunelveli and Secretary of Good News Mission; and several other church leaders, pastors, bishops, social activists, lawyers and representatives from Christian organisations across the country.
The meeting unanimously resolved to strengthen the nationwide movement through:
• National Day of Prayer & Fasting – 28 June 2026
• National Protest Day – 3 July 2026
• Political outreach to MPs, MLAs and public representatives
• Nationwide signature campaign,
• Strengthen social media outreach and public awareness initiatives
• Legal advocacy and grassroots mobilisation
with a unanimous call for broader public participation in the nationwide campaign seeking the withdrawal of the proposed FCRA (Amendment) Bill, 2026. JAFM reaffirmed its commitment to pursuing peaceful, democratic and constitutional means to protect fundamental rights, minority institutions, charitable organisations and India's secular democratic framework.

On behalf of the Joint Action Forum on Minorities @Jacfoms, I, as Chairman, along with Mr John Samuel, Convenor, met Paul Dhinakaran, Chairman of Jesus Calls and Chancellor of Karunya Institute of Technology and Sciences, to seek his continued support in opposing the proposed draconian FCRA Amendment Bill, 2026. We thanked him for his support for our previous initiatives, including webinars and awareness campaigns. We requested to join the National Prayer on 28th June and the nationwide protest on 3rd July, and help raise awareness of the need to withdraw the proposed Bill.

On behalf of the Joint Action Forum on Minorities @Jacfoms , I, as the Chairman and Mr John Samuel, the Convenor, met Mr N. Ram @nramind Director, The Hindu Publishing Group (THG); former Editor-in-Chief, The Hindu Group of Publications, Trustee, Asian College of Journalism, Chennai, to discuss the implications of the proposed draconian “The FCRA Amendment Bill, 2026”.
During the meeting, we highlighted our serious concerns over the proposed amendments and their far-reaching impact on civil society organisations, minority institutions, and voluntary bodies. We also discussed how the Bill could restrict their functioning and hamper their ability to serve vulnerable communities.
Mr N. Ram listened to our concerns with keen interest and expressed their willingness to engage with the issue. They also assured us of their support in bringing the implications of the proposed 2026 FCRA amendments into the public domain for wider discussion and scrutiny.

The Joint Action Forum on Minorities, convened an online interaction today with Rev. Fernandes Rathina Raja, General Secretary of CSI, as a follow-up to the webinar held on 27th May 2026 on the proposed FCRA Amendment Bill, 2026.
During the discussion, Rev. Rathina Raja emphasised the urgent need to raise awareness of the implications of this proposed draconian legislation through media platforms, and civil society organisations.
Mr. John Samuel, Former Postmaster General and Convenor of the Joint Action Forum on Minorities, was also present and actively participated in the deliberations.

As the Chairman of the Joint Action Forum on Minorities, I hosted a webinar opposing the proposed FCRA Amendment Bill 2026. The forum, consisting of more than 100 members across the country, including heads and leaders from different religious denominations, was expanded to fight for the rights of minorities and ensure the constitutional guarantees.
The meeting is about how far the majority of the people of this country are going to be affected by such atrocious FCRA Amendment Bill 2026, as this intrudes into health, aged homes, education and other services to the society by the minorities.
The deliberation involved interaction with Rev. Asir Ebenezer, General Secretary, NCCI; Fr. Mathew Koyickal, Deputy General Secretary, CBCI; Dr. Paul Dhinakaran, Jesus Calls; Fr. Joe Arun, Chairman, Tamil Nadu Minorities Commission; Rev. Liju John, Malankara Mar Thoma Church; Bishop Thomas Abraham, St. Thomas Evangelical Church; Mr. A.C. Michael, National Coordinator, UCF; Ms. Tehmina Arora, Director, ADF International; Mr. Siju Thomas, Director, ADF India; Mr. Idaya Benzigar, former officer Income Tax; Mr. Prem Kodali, Vijayawada; Mr. Daniel Schwartz David, Emmanuel Hospital Association; Mr. Abhijeet Sangma, Christian Coalition for Health; Mr. Ttoko Teki, Arunachal Pradesh; and Mr. Pranesh Solomon, Vice Chairman, Jharkhand Minorities Commission, along with several Christian leaders, advocates, educationists and social representatives who participated in today’s webinar.
During the interaction, we strongly resolved to focus on awareness, legal strategy, institutional safeguards, and youth participation. We coordinated national outreach against this draconian law and, in particular, organised nationwide prayers and protests on the 29th of June 2026 to press for the withdrawal of the FCRA 2026 Amendment Bill.
It was also discussed about organising a mass protest in the form of rallies and also protests by educational institutions, Health sectors, and service organisations across the country
Mr John Samuel, Former Postmaster General and Convenor of the Joint Action Forum on Minorities, coordinated this important initiative.
