Haha thank you for proving my point. Clearlake got the biggest fine in the history of UEFA for cheating with the financials in 2023 and 2024 while buying players like Enzo, Caicedo, Palmer amongst others. So the Conference league and the Cwc was won by a squad assembled by cheating. Chelsea haven’t won a trophy without cheating since 2007.

I think it is the latter. I think the gap in finances isn’t as big as it once was, with access to data improving, the gap is becoming smaller, and smaller. That being said, a team like Chelsea have just been driven into the ground by poor hierarchy and clueless recruitment.
