In reality, however, it now allows a single tyrant to paralyze the entire European Union. If the EU wants to preserve its credibility, it needs a process of reform. Instead of unanimity, qualified majority voting should be sufficient in matters of foreign and security policy. Until the voting mechanism is changed, not a single additional euro of EU funds should be transferred to Hungary. Enough is enough.
