Technically, they do still decide, but having the primary agent or a non-agent do the first gating pass prevents all six agents (in my case) from receiving every single message (meaning, the whole conversation history as a prompt) in response to every single message from me or from another agent and replying every time (even with a “no comment from me” or hidden “NO_REPLY” reply). Major token burn for no reason. By doing it this way, agents only get the prompt in response to a new message if the AI-powered room-control / participation-control layer has not excluded them — and it won’t exclude them if I or another agent or the substantive aggregate updated context explicitly state or implicitly suggest that they should not be excluded.

Pro-tip: create natural n-way agent-to-agent conversation in your communications platform of choice (e.g, Nextcloud Talk, WhatApp, Slack, Discord, etc.), with natural turns and organic participationv by agents, by using an AI model as a back-end “room control” participation-management layer to determine which agents must (or must not) speak in response to every human or agent reply, and have a group transcript built so that it is referenced and injected into the prompt. Not every communications platform does this by default, but you can just vibe code it with my words above. And then it works.
