The Chip Security Act was approved unanimously by the House Foreign Affairs Committee, 42-0. This is the second overwhelming, bipartisan vote within HFAC to strengthen export controls on AI chips, after AI Overwatch passed 44-2. Congress is speaking loudly and clearly on this.

✍️ NEW PAPER ✍️ The Pentagon’s AI Acceleration Strategy, released in January, targets an “AI-first” warfighting force, accepting that “the risks of not moving fast enough outweigh the risks of imperfect alignment.” The urgency is right. But I worry this elides how quickly alignment could become a central bottleneck on realizing AI’s potential in the national security enterprise. The Trump admin's proposal is inseparable from the debate over whether Washington should preempt expanding state-level AI regulations. But the admin and industry recognize that you can't preempt something with nothing, especially with rising public concern about AI.

In my latest with @lawfare, I detail the recent discovery of an unauthorized biolab in Las Vegas. The owner of the lab—Zhu Jia Bei—was arrested and indicted for his involvement with a similar unauthorized biolab in Reedley, California in 2023.
