This is VERY bad. It may accelerate the collapse of the regime, but it would also leave Iranians living under appalling conditions for a long time – and the tyrannical Islamic death cult that has taken them hostage (and recently genocidally massacred them) couldn't care less.

I've come to the conclusion there is no fixing this problem except in very specific situations. Most humans have lost the Will to procreate. It will never return in their lifetime. Demographic collapse is a salutary sieve. The less others reproduce, the more my alleles will be represented down the line (I don't really care about this, but some materialists do). We should not try to convince anyone of having kids. If they aren't naturally WILLING and convinced, they are not adapted to the current environment. Preserving their soma-structure for future incarnations is not wise. Some, few, have the Will to reproduce but are impeded by their situation (relative, not absolute). Those are the ones we need to help. The best we can do is provide decent housing at a decent price to our youth, jobs, etc. This will happen on its own when the housing market crashes. Fiscal programs can also help, but barely. To have any impact thee programs would have to specifically target the most productive; don't hand out cash! Tax households not individuals (divide total income by number of dependents; if you have 5+ kids you basically don't pay income tax) - but honestly that would create a huge hole in the government's budget.
