Because Steam user reviews are not really reviews in the traditional sense. Instead, they're used as a bargaining chip to communicate real time grievances with game updates, bugs, and developer choices at the expense of a game's actual overall quality and reputation. This is one of the many reasons why I don't trust user reviews and scores.

@wesleytypes Prior to the updated language filtering they added a while ago I'd agree, but at least for the user it's pretty immediately obvious when it's happening. It shows you your native language's reviews right there. It could be more complicated for devs/publishers to interpret/react

@wroughttt I think on the user side it's not much of a problem because it defaults to showing you your native language and can otherwise be filtered. I do wonder if that is effective for devs explaining things to their publishers though, or if they simply don't care...
