But I have yet to see any quality tools made from rebar, and every knife I've seen/tested that was made from rebar was less than optimal. Hardness is splotchy, at best, and uniformity doesn't exist.

Yes I would call those pliers low quality and throw then in the scrap bin. But rebar isn't trash steel.
