Turnout in off season special elections is always ass. The issue is when people try to project those results onto future elections with normal turnout. For example, Democrat Doug Jones won a Senate seat in Alabama in a special election in 2017, then easily lost when turnout returned to normal. What did we really learn from that beyond one side being more motivated at the time? Or did we think Alabama was about to swing blue for the foreseeable future?
