As much as I love this I can't figure out how they'd rationalize this in the story. The Green Goblin's suit was based on an experimental armor and glider system developed by Oscorp. He shows it off to the investors in the first movie. Where would the mask fit into that? Oscorp wouldn't have that just laying around. It's an animatronic mask. It has no military application. At least you could rationalize Osborn 3D printing the Goblin helmet in his lab. But this? It would be so out of place.

In Spider Man (2002), the original Green Goblin mask was a detailed animatronic with glowing eyes and lifelike movement, but it was scrapped because Sam Raimi and the studio felt it was too scary for children and toy marketing.
