In the private sector, forcing your employees to work without pay is payroll theft, a crime that results in jail time. But the United States government does it to thousands of workers every time there is a shutdown. I've repeatedly called on Congress to pass the Shutdown Fairness Act to ensure that all federal employees, contractors, and members of the armed services remain paid during government shutdowns.
