DHS nabbed the duo’s parents, Qiu Qin Zou and Jia Zhang Zheng, on March 18 for illegal entry. The parents applied for asylum in 1993, but were denied by an immigration judge, who issued them a deportation order in 1998. In the private sector, forcing your employees to work without pay is payroll theft, a crime that results in jail time. But the United States government does it to thousands of workers every time there is a shutdown. I've repeatedly called on Congress to pass the Shutdown Fairness Act to ensure that all federal employees, contractors, and members of the armed services remain paid during government shutdowns.
