Descano’s website says, “Wherever possible, Steve will make charging and plea decisions that limit or avoid immigration consequences.” So far there have been four murder cases in Fairfax County this year. Three of the four suspected killers are illegal immigrants, including Abdul Jalloh, who is charged with murdering Stephanie Minter, a single mother, at a bus stop. Before Minter’s death, Descano’s office dropped multiple felonies against Jalloh even though police told Descano’s office in writing that Jalloh could kill someone.
