Chief of Staff Norton: Mayor's new remote work policy adopted; department procedures to be posted on the website. Chief Hardin: new regional Task Force. Chief Reynolds: new online reporting, protective equipment, distancing, reducing arrests, cancelling community outreach.

Resolution to approve the purchase of property located at 923 W. Cato Springs Road from Miguel and Juanita Contreras for the amount of $92,000 to reduce future flood damage and restore flood capacity in the area passes unanimously.

Resolution to award bid and authorize a contract with Cornerstone Construction of Russellville, Inc., in the amount of $1,689,781.20 for construction services associated with the Highway 16 utility relocations project passes unanimously.

Ordinance to waive requirements of formal competitive bidding and to authorize the repair of a recycling and trash colletion truck by Shipley Motor Equipment Co. for $42,352.81 moves to final reading and passes unanimously.

Motion to table items from unfinished business B. 1. and B. 2 until next regularly scheduled meeting of April 7.

Consent agenda passes unanimously.

Resolution to express City Council support for the release of detainees charged with but not convicted of nonviolent offenses from the Washington County jail to thin out populations confined in tight quarters at the jail before it becomes a COVID-19 hot spot passes unanimously.

Ordinance to grant the Mayor authority to take appropriate measures to slow the spread of the COVID-9 pandemic, to include regulating or prohibiting gathering in public and private places, to locally enforce other necessary actions advances to final reading and passes 8-0.

The city council is discussing the first walk-on item, the authorization to appropriate the $3,000,000 emergency operations fund. Resolution passes 8-0.
