This is going to sound absolutely bonkers but… foreign workers have their own country (shocking I know) who should be support them and if they arn’t, why are you making that Canada’s problem?

@JustinTrudeau you probably don’t read any of these, but I’ll say it anyways. Canada ALWAYS needs to be investing in Canadian workers and the workforce. There is never a single instance in which tax payer money should fund foreign workers. Unless you enjoy bleeding Canada Dry.
