Ugandans, know this- Uganda is not short of laws that protect its sovereignty. We already have the Anti-Terrorism Act, the Anti-Money Laundering Act, the Non-Governmental Organisations Act and the Public Order Management Act (which is in itself, controversial) all of which give the State wide and sufficient powers to regulate foreign funding, prevent illicit financial flows, and address any genuine threats to national security. What Uganda faces today is not a gap in the law, but a growing tendency of those in @GovUganda to expand control of the state against the burdened population under the lucid guise of protection. The proposed Protection of Sovereignty Bill, 2026 does not fill a legal vacuum. It risks precipitating an unwarranted climate of fear, where citizens, civil society, and advocates for basic human rights, including those advocating for housing justice and adequate housing, may be branded as foreign agents simply for speaking out. We must ask ourselves the question, if existing laws already provide enforcement tools, what then is the real purpose of this Bill? At a time when Ugandans are grappling with pressing issues like overtaxation, inadequate housing, economic hardship, and accountability in governance , shifting the national conversation to “foreign interference” risks diverting attention from the real struggles of ordinary people. At Equal Housing-Uganda, we stand firm that sovereignty must never be used as a shield against accountability and of those in public offices using public funds. We must reject the notion that people elected and/or appointed into public offices to serve the common people are at liberty to forget that they serve us and are answerable to us, not the other way around. Sovereignty of state lies in a government that listens to the concerns of its people, respects their rights, and upholds the Constitution and subjects itself together with the rest under the reign of the Constitution. It is myopic and unpatriotic for the members of @parliament to even consider entertaining such a Bill on the floor of Parliament. But where is the shame?

China built the world’s manufacturing floor with vocational schools, not universities. 35 million students are enrolled in technical training right now. Their graduates get hired before they finish school. We built grammar schools instead. A bricklayer who understands laterite, a carpenter who can carve and turn wood, a potter who knows clay, a weaver who works cane and bamboo, a mason who reads soil; these are not lesser educated people. These are the people who physically build a country. Our universities produce architects who cannot read a construction site. Engineers who have never mixed a material. Graduates fluent in theory and lost on the ground. Vocational training should not come after university. It should come before it. Let every student learn to build something, make something, fix something before they are allowed to theorize about it. The hand that knows what it is doing will always outbuild the mind that only read about it. Good morning Africa.

Fort Portal’s push for stronger sanitation laws is commendable, but it must be firmly anchored in the broader goal of ensuring a clean and healthy environment as a foundation for adequate housing. We underscore that as Fort Portal strengthens enforcement, authorities must invest in inclusive waste management systems, safe sanitation infrastructure, and proper urban planning. A clean and healthy environment is not separate from housing. It is a core element of what makes housing adequate, safe, and dignified. Efforts to restore the city’s clean image should therefore go beyond compliance and penalties, and focus on creating conditions where all residents can live in environments that support health, well-being, and human dignity.

We would prioritize protecting homes, drainage systems, and community facilities most at risk from disasters common in Uganda especially floods, landslides, and urban fires. From the recurring floods in Kampala and Kasese to landslides in Bududa and other Districts in the east, the greatest loss is often adequate housing and basic services. Strengthening drainage, enforcing safe building standards, and protecting vulnerable settlements must come first because in our context, safeguarding infrastructure means safeguarding lives, dignity, and shelter.

In 1970, an Australian wheat farmer got into a dispute with his government over how much wheat he could sell. So he declared his farm an independent country. The government ignored him. He ruled it as a prince for the next 50 years. His name was Leonard Casley. He owned a 75 square kilometre property in Western Australia, several hours north of the city of Perth. The Australian government had set new wheat quotas that would let him sell only about one percent of his crop. When he protested, he claimed officials threatened to forcibly take his land. So he found an obscure British law from 1495 called the Treason Act, which said a “de facto king” of any territory could not be charged with treason. He declared his farm a sovereign nation, named himself Prince Leonard, and notified Australia. Under Australian law at the time, the government had two years to formally object. They didn’t. Leonard took the silence as legal recognition. He went all in. He printed his own currency. He printed his own stamps. He issued his own passports. He gave his wife and seven children royal titles. He built a tiny stone palace. He set up embassies in nine countries. In 1977, when the Australian Tax Office kept demanding taxes, he formally declared war on Australia. A few days later, having received no military response, he declared a ceasefire and announced victory. The tax demands stopped. Tourists started showing up. At its peak, his “country” had 40,000 visitors a year. He stamped their passports for them. He sold them his stamps and coins. In 2016, on the principality’s 46th anniversary, Queen Elizabeth II of the United Kingdom personally sent him a letter wishing his country a happy birthday. Leonard ruled for 47 years. He passed away in 2019 at 93. His son Graeme took over, but the tax bill had grown to over three million Australian dollars and Covid had stopped the tourists. In August 2020, the Principality of Hutt River formally rejoined Australia.
