हमारी माँग है कि Central Armed Police Forces (General Administration) Bill, 2026 को detailed scrutiny के लिए Select Committee को भेज देना चाहिए। हमारे जाँबाज़ CAPF Personnel के हक़ में हम ये बात कह रहें हैं। मैं इन कारणों पर इस विधेयक का विरोध करता हूँ: 1. Deputation का Institutionalisation वरिष्ठ पदों जैसे IG, ADG तथा विशेष रूप से SDG और DG स्तर पर निश्चित प्रतिनियुक्ति कोटा निर्धारित करके, यह विधेयक deputation/ प्रतिनियुक्ति को स्थायी बना देता है। इससे CAPF कैडर अधिकारियों के लिए नेतृत्व के अवसर सीमित होते हैं और एक असमान service structure को मजबूती मिलती है। 2. करियर प्रगति और मनोबल पर उलटा प्रभाव यह कठोर deputation framework, प्रमोशन के अवसरों को सीमित करता है और CAPF अधिकारियों के करियर में stagnation को बढ़ावा देता है, जिससे उन armed forces के मनोबल पर नकारात्मक प्रभाव पड़ सकता है जो देश में आंतरिक सुरक्षा बनाए रखने में महत्वपूर्ण भूमिका निभाते हैं। 3. Consultation और representation का अभाव यह विधेयक CAPF के लोगों से पर्याप्त consultation के बिना तैयार किया गया है और न ही उन्हें policy-making या cadre management में सार्थक भूमिका प्रदान करता है, जबकि इसके प्रावधानों से वे सीधे प्रभावित होते हैं। 4.Spirit of Judicial Directions की भावना का उल्लंघन यह विधेयक Sanjay Prakash vs Union of India में Supreme Court of India द्वारा दिए गए निर्देशों के विपरीत है, जिसमें CAPF अधिकारियों को Organised Group A Services के रूप में मान्यता दी गई थी और deputation को कम करने का निर्देश दिया गया था। इन निर्देशों को लागू करने के बजाय, यह विधेयक Supreme Court के निर्देशों को प्रभावी रूप से कमजोर करता है।
