The real distinction: Restoring humanitarian access = procedural restoration of what already existed before Oct. 7. These funds were never meant to be permanently frozen, they exist because the U.S. already determined this trade is non-sanctionable. If a deal makes these funds freely available beyond humanitarian limits, lifting the humanitarian-only restriction entirely — that is a genuine U.S. concession. Restoring pre-Oct. 7 access? A light lift. But the regime will sell it as a victory either way.
