Justice Minister Mmamoloko Kubayi has addressed growing public concern over why alleged Tembisa Hospital looter Hangwani Morgan Maumela has not yet been formally charged, despite being repeatedly implicated in investigations. Maumela first came into the spotlight following a detailed probe by the Special Investigating Unit into irregular contracts at Tembisa Hospital, and his name resurfaced again during proceedings at the Madlala Commission last month. According to the SIU’s findings, three coordinated syndicates were responsible for the large-scale looting of more than R2 billion from the hospital through fraudulent procurement processes. One of these, known as the Maumela syndicate, has been directly linked to Maumela. The investigation revealed widespread irregularities after analysing over 2,200 procurement contracts, pointing to systemic maladministration and corruption within the hospital’s supply chain systems. The SIU’s deeper focus on the Maumela-linked network uncovered that 1,728 procurement contracts, valued at approximately R816 million, were tied to this syndicate alone. Investigators also identified at least 41 service providers connected to Maumela, suggesting an extensive and coordinated web of companies used to benefit from irregular tenders. Further findings showed that three companies awarded contracts worth more than R13.5 million within this network were linked to Vusimuzi Matlala, indicating overlapping relationships between individuals and entities involved in the alleged scheme. Despite the scale of the alleged corruption and the detailed findings presented by the SIU, no criminal charges have yet been brought against Maumela. Kubayi’s explanation points to ongoing legal and investigative processes, implying that authorities may still be building a case that can stand up in court. The situation highlights ongoing frustrations around accountability and delays in prosecuting high-profile corruption cases, especially when significant public funds and critical healthcare services are affected.
