I created a separate library instead of putting it directly in Lapis because it includes some specific decisions. That said, this type of organization for HTML templates is what I'll be using going forward and I recommend using it for every Lapis project

It supports creating build files for both Tup and Make, in addition to being able generate the output directly via the lapis-eswidget command
