They're are other benders of other elements who outclassed her. In the Earth kingdom City, she's the greatest after Bumi. But in the entire world, Toph isn't the greatest against an airbender like Zaheer and Tagah. If Zaheers feet don't touch the ground, Toph can't Sense him with her Siesmic ability. It makes it easier for Zaheer to take the air out from her lungs. Toph is NOT the greatest in the world.
