Nice challenge! Maybe also let the AMM reward external oracles? (fee share for realized volatility at the reported price) So its just the rebalance/fee strategy the AMM has to worry about, while oracles pvp for accuracy. In practice, then also enforcing the priority of said oracle reports at block begin, and make it cheap to read with block level access lists.
