OC is long dead since 2015. In the old days manufacturers leave 20% on the table and a 4.0GHz CPU almost guarantees 4.6GHz for modestly more power consumption. Today CPUs are released with stupid power consumptions with maybe 200MHz on the table, and TSMC nodes have this behavior where performance flatlines after a certain wattage.
