1. They need to put rubbish bins on the highway so people can stop and get rid of their garbage
2. It's OK to throw the garbage out your window, somebody will pick it up
3. This is a non-issue; commercial waste is the real issue

Finance Minister Fayval Williams says Jamaica is seeing a “deluge” of duty-free packages, as some shoppers split orders or undervalue items to remain under the US$100 threshold. Responding to concerns raised by the Opposition spokesman on finance, Julian Robinson, who questioned whether the increase in the de minimis threshold was a policy contradiction, Williams said her reference to local retailers during her opening budget presentation was to highlight the unintended impact of the policy.
