International monitoring and verification mechanisms enforced. 14. Gradual implementation tied to compliance. 15.Additional regional and security understandings between the parties. For Iran to accept these objectives would amount to signing a surrender: it would entail ceding sovereignty to the United States, dismantling its nuclear program as such, reducing its military capabilities, and losing its regional influence and soft power.
