Point 1 doesn't stand, because as @Hack2014 pointed out correctly, Boisvert signed his ELC as a 20 year old so it won't slide.
Point 2 is more likely the reason.

Few points about this: 1. This could very well be the #Blackhawks trying to manage the ELC to not get Boisvert to 10 games, although that would be the first prospect they do this with. 2. It's not unusual for teams to give their young players a couple games off. The Sharks did this with most of their top prospects this season, the Ducks did this with Leo Carlsson during his rookie season, etc. For a prospect as raw as Boisvert, I don't think this is hurting him. 3. The Blackhawks should prioritize a first-round rookie's development over a veteran’s struggles. It's not apples to apples to compare Boisvert to Burakovsky, because you have to insulate young players from developing bad habits more than you do veterans. The Hawks don't care as much if Burakovsky plays his way out of the NHL. 4. Burakovsky's been awful for 2+ months now, but he's coming off his best game alongside Nazar. Just something to keep in mind.
