If water and cooling are the biggest challenges for data centers, then why not build them in oceans and seas where water is abundant and naturally available for cooling? You may say power is the issue - but offshore wind farms and tidal energy generation could solve that too.

A data center in Georgia used 30 million gallons of water illegally, and locals only noticed when their water pressure was abnormally low.
The data center claimed it was an honest mistake, but locals were told by the town to conserve water while the data center kept running.
