The person you're referring to, Joshua Sutter, was not the creator of 09A/764. The founder of 09A is David Myatt, from the UK who wrote the core tenants of the movement decades ago. One of the tenants being *decentralization*. 09A had little presence in America prior to Joshua Sutter. Joshua Sutter's father was an Aryan Nations figure and a prominent figure in the Neo-Nazi movement, Joshua was a Neo-Nazi far before any FBI involvement. Joshua Sutter created his own "chapter" (nexion) called Tempel ov Blood or ToB. The FBI didn't "create" this chapter, they arrested Sutter and turned him into an informant long after the establishment of ToB. They were leveraging his status in these networks to attempt to get information on individuals in the Atomwaffen Division, another chapter connected to mass acts of violence. There is a tug of war in the FBI on how they want to approach these groups. TL;DR - Joshua Sutter was a Neo-Nazi far before any FBI involvement, groomed to be a Nazi by his father, and created his own 09A chapter after absorbing content from David Wyatt. Feds didn't create his chapter, as this ideology precedes and FBI involvement.

The Base, Atomwaffen were both basically run by feds. The leader of The Base Rinaldo Nazzaro was literally a private military and intelligence contractor who worked for the Pentagon, was an FBI Analyst, worked for US Special Forces on "counter terror," and Atomwaffen was basically taken over in 2017 by Joshua Caleb Sutter the FBI informant running the America ONA honeypot. Pollsters put out bullshit because they know a lot of people base their opinions and voting decisions on perceived consensus. If they can make those people think "this is what most people believe", they can sway those people based on appeal to popularity.
