Chèques zombies : un détournement massif gangrène l’administration publique au profit d’oligarques, de politiciens et de proches corrompus qui en tirent largement bénéfice au détriment du pays.
Des milliers d’employés ayant quitté le pays continuent de percevoir leur salaire sans travailler, en complicité avec des autorités corrompues qui se le partagent.
Par exemple, à la PNH et aux Douanes, des policiers et fonctionnaires partis, parfois décédés, voient encore leurs chèques émis, sans travailler ou sans que leurs familles n’en bénéficient, tandis qu’elles sombrent dans la précarité. Les chèques sont encaissés par des tiers mandatés par les autorités au sein même des institutions, facilitant l’usage frauduleux de données personnelles pour détourner des fonds publics.
Ce système est largement répandu dans l’administration publique. Pourtant, certains bénéficiaires dénoncent les oligarques signataires de faux contrats d’État depuis l’étranger, tout en continuant de profiter eux-mêmes des chèques zombies, alimentant ainsi le chaos.
