It’s likely mostly that nowadays, but I do also think that there’s other factors. For example, everybody initially experiences the game in its intended way on console. There’s nobody running it on the lowest settings, no mods, Rockstar values their “vision” and I think that plays at least a small part of it. Optimisation too, gives them time to iron it out.
