Europe’s automotive and aluminium industries are deeply connected and together support more than 14.5 million jobs across the EU. A competitive #automotive sector depends on resilient, innovative aluminium production, while the aluminium industry relies on a strong automotive market to drive investment, scale, and innovation. As Europe advances its industrial and decarbonisation ambitions, the transformation of our sectors must go hand in hand. The publication of rapporteur #Salini's report on the review of the CO2 regulation for #cars and #vans is a welcome and important step towards a more realistic and pragmatic approach for Europe’s automotive sector. The transformation is taking place against a backdrop of growing geopolitical uncertainty, uneven charging infrastructure deployment, and consumers who still need the confidence and conditions to make the switch. We remain fully committed to decarbonisation and the shift to zero-emission #mobility. But achieving these goals will require a coherent and supportive regulatory framework that enables the transition to succeed while safeguarding Europe’s global competitiveness. The report reflects the need to better align regulatory ambitions with real-world market conditions and the significant challenges facing Europe’s automotive industry during the transition to zero-emission mobility. Snapshot initial views on the Industrial Accelerator Act 👇 The Industrial Accelerator Act has the potential to strengthen Europe’s competitiveness and reduce strategic dependencies, but only if the framework is workable for the industries expected to deliver it. To make the Industrial Accelerator Act workable in practice, the current proposal should better take into account the following considerations. 𝐂𝐫𝐢𝐭𝐢𝐜𝐚𝐥 𝐝𝐞𝐟𝐢𝐧𝐢𝐭𝐢𝐨𝐧𝐬: Several critical definitions are still absent, including the legal interpretation of whether vehicle assembly within the Union means EU27 in all cases. 𝐈𝐧𝐜𝐞𝐧𝐭𝐢𝐯𝐞𝐬: The implementation will increase vehicle manufacturing costs, leading to higher prices. Therefore, it should provide sufficient incentives to offset the costs of localisation. 𝐑𝐞𝐩𝐨𝐫𝐭𝐢𝐧𝐠 𝐫𝐞𝐪𝐮𝐢𝐫𝐞𝐦𝐞𝐧𝐭𝐬: There is a danger of turning the Industrial Accelerator Act into an Industrial Administrative Act. Compliance must be easily auditable, and reporting must be as lean as possible. 𝐒𝐩𝐞𝐜𝐢𝐟𝐢𝐜 𝐧𝐞𝐞𝐝𝐬 𝐨𝐟 𝐭𝐫𝐮𝐜𝐤𝐬 𝐚𝐧𝐝 𝐛𝐮𝐬𝐞𝐬: The current proposal does not sufficiently reflect the specific realities of #trucks and #buses and longer vehicles, including the treatment of multi-stage vehicles and dual-use vehicles and longer vehicle development times within this segment. The current instability in the Middle East and the volatility in global energy markets strengthen the case for accelerating the move away from fossil fuels in road transport. It also reinforces the need for a technology neutral policy framework that makes zero emission road transport the most attractive and economically viable option for consumers and businesses. There is a need for concrete policy action in two areas: 1️⃣ Policymakers must send a clear signal that electricity should become the most affordable source of energy, and back this up with real action. This requires lowering the cost of electricity used to charge vehicles. 2️⃣ Incentivise renewable fuels. Many announced short-term measures to lower fuel prices do not distinguish between fuels based on their carbon content. Instead, these measures could combine consumer relief with CO2 savings: the higher the share of renewable fuels in the mix, the stronger the price relief at the pump should be. Germany in focus 💡 Consumer demand is key to making the transition to zero-emission mobility work. The switch has to make sense for customers. Germany offers a clear example of how well-designed incentives can directly drive uptake. As of 1 January 2026, a socially targeted, income-based EV purchase subsidy provides up to €6,000 for private buyers of #battery-electric vehicles (BEVs). The scheme supports both purchases and leasing and applies to households with taxable incomes up to €80,000, with higher support for lower-income households and families. The impact is already visible. The results are strong since the Umweltbonus subsidies ended in 2023. A key driver is clearly the new incentive introduced at the start of this year. BEV #market share reached 22.8% in Q1 2026, a 41.3% increase compared to Q1 2025. And momentum is expected to continue, helping to reinvigorate demand throughout the year. How ready are Europeans to go electric? The newly released @EAFO_news Consumer Monitor 2025 underscores that the transition to electric vehicles is not only a technological shift, but also a question of consumer readiness. Across Europe, a large “undecided” segment remains. Many drivers are still assessing whether electric vehicles meet their individual needs, while 26% say they have no intention of purchasing a battery-electric vehicle. This raises an important question: do EVs align with consumers’ daily realities? Access to charging, parking conditions, affordability, and usage patterns all play a central role in shaping this perception. Further interesting insights include: 1️⃣ 𝐓𝐡𝐞 𝐝𝐢𝐟𝐟𝐞𝐫𝐞𝐧𝐜𝐞𝐬 𝐚𝐜𝐫𝐨𝐬𝐬 𝐜𝐨𝐮𝐧𝐭𝐫𝐢𝐞𝐬 𝐚𝐫𝐞 𝐬𝐢𝐠𝐧𝐢𝐟𝐢𝐜𝐚𝐧𝐭: ✅Denmark, Ireland and Germany show higher shares of drivers who consider #EVs “definitely for me” ✅Austria and Slovakia display comparatively higher levels of rejection ✅Estonia, Greece and Hungary are characterised by strong neutrality, indicating that many consumers have yet to form a clear view 2️⃣ 𝐂𝐨𝐧𝐬𝐮𝐦𝐞𝐫 𝐝𝐞𝐜𝐢𝐬𝐢𝐨𝐧-𝐦𝐚𝐤𝐢𝐧𝐠 𝐟𝐨𝐥𝐥𝐨𝐰𝐬 𝐚 𝐜𝐥𝐞𝐚𝐫 𝐩𝐫𝐨𝐠𝐫𝐞𝐬𝐬𝐢𝐨𝐧: Awareness ➡️ Perceived personal compatibility ➡️Purchase intention The most significant drop-off occurs at the stage of personal compatibility. This suggests that uncertainty, rather than outright opposition, remains the primary barrier to uptake. Consumers who perceive EVs as relevant to their needs are significantly more likely to express near-term purchase intentions. Where this perception is absent, the transition pathway often does not progress further. 🔑 𝐏𝐨𝐥𝐢𝐜𝐲 𝐢𝐦𝐩𝐥𝐢𝐜𝐚𝐭𝐢𝐨𝐧𝐬: The challenge is not only to build positive attitudes towards #electric vehicles, but also to ensure that the right framework conditions are in place. Targeted incentives, adequate #charging infrastructure, and affordability will be essential to support consumer confidence and enable uptake. We are calling on the @EU_Commission to move forward with provisional application of the EU-Mercosur agreement, without delay, as soon as individual #Mercosur countries finalise ratification. In a context of intensifying global competition and mounting supply chain pressures, this agreement is a strategic necessity. Strengthening of our industry’s #competitiveness, securing key export markets, and reinforcing Europe’s resilience during the green transition are a must for automotive manufacturers. Every year, more than 30% of vehicles produced in the EU are exported worldwide, generating a €100 billion trade surplus for Europe. The Mercosur agreement would add to this by eliminating tariffs of up to 35% on EU-made vehicles, increasing access to a market of around 3 million vehicles that is expected to grow. Europe cannot afford to hesitate. Swift implementation is essential to strengthen Europe’s competitiveness in an increasingly challenging global environment.
