This is very disturbing. Tbilisi, in particular, is overrun with stray dogs -- they are allowed to wander in and out of hotels and restaurants -- which is partly charming (it's hard not to smile when you see them) and partly troubling: while the state neuters and vaccinates many of them, they are otherwise left to fend for themselves. No one disagrees that more efforts need to be made to control the stray dog population -- and to better look after the existing dogs -- but reports are accumulating of street dogs being scooped up and dumped by the highway far from their home areas, or possibly even euthanized. It's not clear how many, at this point, and the authorities deny they are being killed. But an authoritarian regime like Georgia's does not enjoy the benefit of the doubt.
