Let me say this again: I strongly oppose China helping Vietnam build north-south high-speed rail right now.
1. Vietnam has not abandoned its balancing policy between China, the United States, and even Japan. Most Vietnamese still see this railway project as a juicy prize, and handing it to China is viewed as a big gift. With that mindset, they're bound to impose harsh conditions — such as demanding technology transfers or driving the price down to the bone. Chinese companies are unlikely to make any real profit.
2. But the truth is, Vietnam has no real choice. For the past 20 years, they've been negotiating with everyone — Japan, South Korea, Siemens, France, practically every possible country in the world — but all of them have turned Vietnam down for various reasons. China is effectively Vietnam's only option.
3. On a grassroots level, Sino-Vietnamese relations are still full of deep-seated animosity. In the north, many still remember China's "millennium-long history of invasion." In the south, people continue to believe in Western anti-China ideology. On top of that, the two countries have maritime territorial disputes. In public opinion polls, Vietnam consistently ranks as the most pro-America country in Southeast Asia — second only to the Philippines.
This collective mindset among the Vietnamese means that during the construction of the high-speed rail, all sorts of problems are bound to arise, and smooth execution is highly unlikely. Any execution issues will inevitably lead to delays or budget overruns, and small problems will turn into big ones.
4. The Chinese should never think that helping Vietnam build high-speed rail will buy us their friendship. Before 1975, China gave Vietnam endless aid. In 1978, the two sides went to war. Over the past thousand years, the only times Sino-Vietnamese relations were good were when Vietnam obediently served as China's tributary state. Of course, international relations today won't return to that kind of tribute system — but the underlying mentality is similar. Right now, the Vietnamese are simply not ready.
5. I believe China should make Vietnam wait another ten years. Let them get desperate enough before we agree to do it. By then, China will not only be able to secure decent profits, but will also face far fewer problems on the execution level. If the Vietnamese get angry and try to pressure China by cozying up to the US or Japan, that's not necessarily a bad thing. China needs to strengthen its military presence in the South China Sea anyway — they need something to do.
