It's Tax Day, Americans spend 7.1 billion hours and $464 billion every year just complying with the tax code. The U.S. tax code spans thousands of pages, layered with carveouts, credits, exclusions, and phase-outs. This complexity is the product of a “bootleggers and Baptists” dynamic where well-meaning policy goals (encouraging saving, expanding healthcare, promoting homeownership) align with special interests that benefit from shaping how those policies are implemented. The result is a system that does both: 1. Advances broadly supported goals 2. Rewards those best equipped to navigate the rules Complexity becomes the feature, not the bug.
