I think you are missing the fact that suits come from naval tradition and customs. Brown shoes with dark black suits became a thing after WWII because naval aviators wear brown shoes If you want to be dogmatic you have to look at the utility of uniforms. Dark colors become synonymous with the city because Naval ships operate from cities. Greens and browns dominated the country because that’s where the Army operated. Naval aviators wore brown shoes because they fly between city/sea and dirt airstrips inland. The two photo comparisons are wrong not because one shoe is brown and the other black but because of the shine and shady. Aviators historically don’t wear shiny light brown shoes with dark navy blue suits… they wear darker brown with a shine that’s dulled by a bit of runway dust @MJRosenspire is an excellent follow for naval uniform design and comparisons
