Regarding the notice issued by the Government of Manipur on February 19, 2024. The alleged absence of the "Haokip Reserved Land" in Southern Manipur, it's important for the government to be cognizant of the historical precedent set by the Manipur State Durbar, where Vice President W.A. Cosgrave officially recognized the existence of the Haokip Reserved Land.
Disregarding this acknowledgment and claiming its nonexistence would imply disregarding the very existence of the Manipur State Durbar.
Furthermore, the inclusion of Thanting Range to the Protected/Reserved Forest without telling the residents, owners, and forest dwellers, and without following the Hill Area Committee's rules or getting approval from the Hill Administration, is illegal. It's like taking land from the Kuki tribal communities without following the proper procedures in the Environment Protection Act of 1927, which makes the Act null and void
These actions lack legitimacy and stand as clear violations of justice. The Forest Department of Manipur has no rightful authority to issue any "No Objection Certificate" for the declaration of sacred sites such as Koubru and Lai Pukhri in Kanglatongbi Kangpokpi Reserved Forests, or Ibudhou Thangjing in Churachandpur-Khoupum Protected Forest. Such attempts represent a blatant disregard for the rights and autonomy of the Kuki tribal communities
The Manipur Government's maneuvers to assert control over these lands through legal channels are condemnable and must be halted immediately. Any notifications or orders issued in this regard should be rescinded or invalidated to uphold justice and respect the rights of the indigenous Kuki people.
