The main reason is obvious - Ukraine drone attacks that use local mobile networks. It’s much easier to get through to Moscow on WhatsApp or Telegram (with VPN) when the attacks are not happening. Ukraine does the same during Russian drone attacks, as far as I know. But maybe reading the Economist you won’t learn about it.
