In 2024, Lansana Dumbuya wrote in a letter addressing my request to the then ECSL Chairman for him to publish the 2023 election results as required by law, that they, the Some Peoples Congress don't believe in elections, they believe in negotiation (backdoor communication channel) to negotiate and compromise the votes of the people of Sierra Leone. Considering this current situation, it is reasonable to say that negotiations are not for everyone; especially not for the uncivilized and lawless clowns. You don't have to be an IRGC rocket scientist to comprehend that the press releases from the Toothless International Moral Guarantors and the ever-loosing APC executive were misleading. Even if those directives were to hold water, and new laws were passed in parliament, it would still amount to nothing. The notion that new laws will help prevent the 2023 electoral larceny from repeating is naive. Section 51 of The Public Elections Act of 2022 clearly states that as soon as the winner of the election is announced by the National Returning Officer or the ECSL Chairman, the results must be published polling station by polling station. It has been almost three years since a “winner” was announced, and the ECSL has yet to release the results polling station by polling station as required by law. Passing new laws is just a waste of our time. Edmond Alpha’s comments indicate that new laws will be ignored, because he does not anticipate doing anything different in 2028. If all the effort and time spent to come up with agreements after agreements, resolutions after resolutions were spent on enforcing the existing laws, particularly Section 51:1 & 2 of the 2022 Public Elections Act, which calls for the publication of the results of the 2023 election, the appointment of Edmond Alpha wouldn't be of much concern. Similar incidents that took place in the years leading up to the 2023 elections are happening. Before the 2023 presidential election, the then Attorney General, Mohamed Lamin Trarawally, introduced the 2022 Public Election Act to parliament, and new provisions were passed, including the unpopular Proportional Representation system. It is no secret that vital portions of the new laws were not adhered to before, during, and after the 2023 election. In my estimation, the comments of the current ECSL chairman, Edmond Alpha simply mean that he would announce a winner and not publish the results like his predecessor, Mohamed Konneh. I wrote in my previous tweets that you should go back to basics, but I will also add that you include the publication of the 2023 election results in your demands. It might be a tail between the legs venture, but it is better than giving up the next election. The agreement between the De facto Hill Station-sponsored APC executive and the ECSL to circumvent the electoral laws and establish a backdoor communication channel to prevent the ECSL from publishing the results has brought us no tributaries but has caused us to suffer democratic, economic, and developmental casualties. Again, they want to shift the goalpost from democratic integrity and justice to peace and procedural requirements. The APC’s NAC-endorsed boycott was not about setting timelines and establishing parliamentary committees, or inducing accountability into the agreement, or ratifying the Tripartite Resolutions in parliament, it was done to reverse Edmond Alpha’s appointment. Where directness prevails, ratifying the Tripartite Resolutions in parliament should be the least of the APC's worries because the Agreement for National Unity (ANU) was initiated by the announced winner of the June 24, 2023, presidential election and he, the announced winner, is the leader of the SLPP party that holds the majority in the very parliament where the document is to be ratified. Additionally, the parliamentary rectification excuse does not hold water, because in the days leading to the boycott, the AG was at the tail end of going through a process of amending the constitution to accommodate some of the Tripartite Resolutions. Had he succeeded, this process of tabling the Tripartite Recommendations for parliamentary ratification wouldn't have been an issue. So cut the crap, dispose of the trash, and return to the basics. Stay focused on the objective. The boycott was never about having talks with the president or the toothless international moral guarantors, or getting the document ratified, or creating timelines and accountability, or establishing more committees. The NAC-ordered boycott was centered on the objection to, and reversal of, Edmond Alpha’s appointment. So, stick to that. Let me remind you that in the days leading to the boycott, the president was given a 48-hour ultimatum by the APC to reverse his appointment of Edmond Alpha or else, the APC would boycott governance; so why all of a sudden are we being told all sorts of excuses including the flimsyest of all, that the refusal of the president to have talks with the APC leadership is the reason they haven't returned to parliament? Is this what the boycott was all about, access to meet with the president? Is this what NAC actually voted on? Remember, the boycott is about reversing Edmond Alpha’s appointment as the National Returning Officer for the upcoming 2028 national elections. And that the second-highest body of the party, the National Advisory Committee (NAC) made this decision, so to reverse this decision the same second-highest body, NAC will have to meet and take a decision to end the boycott. But, before reversing the boycott, remember who Edmond Alpha is. Edmond Alpha’s words that the 2028 election will be a replica of the recent past elections. So reversing the boycott will mean that 2028 will be no different from 2023, so long as Edmond Alpha remains the Chairman of the ECSL. It is also worth noting that the only reason we are having all sorts of negotiations and agreements surrounding elections in Sierra Leone is that the existing election laws were not followed, so there is no guarantee that the new laws will be followed, especially after the unfortunate utterance from Edmond Alpha, that 2028 will be like any other past election. There is an adage that says, " The guilty are afraid.” We are aware that there are other factors influencing the so-called compromise, but please examine the long-term consequences of your actions. Why all the unnecessary theatrics? If the decision to boycott governance came from NAC, then NAC should give the green light to return to governance after the reversal of the president’s decision to appoint Edmand Alpha as the National Returning Officer for the upcoming 2028 national elections.

The reason given by the APC party for the ongoing boycott of parliament and council is the appointment of Mr. Edmond Alpha as the ECSL Chairman. The reason given by the APC parliamentarians for boycotting parliament is that they are following the directives of the APC party leadership. After carefully examining the attached statements, it looks like the APC party is determined to stay the course and continue with the boycott, if this is the case, the parliamentarians who claimed that they followed the party’s directives to boycott parliament cannot fool themselves by using the alleged advice from the toothless International moral guarantors to go to parliament. At this point, the party that instructed you to boycott should be the one to advise you to return to parliament. Your return to parliament must not come from the toothless International moral guarantors. The flimsy excuse that the toothless moral guarantors emphasized the return of the APC MPs to parliament to implement the agreement is at this material time useless because Edmond Alpha will remain the ECSL chairman and worse of all, the lead negotiator representing the government has said on numerous occasions that 100% of the tripartite resolutions have been implemented. Do you expect compliance from them? Let us stop fooling our people. As long as some of us are around, we will not allow useless politicians and corrupt institutions to bring down the mighty APC. We will contend for what is right and contest against what is wrong. To sum it up, it is the party’s leadership that can put out a public statement to send the APC MPs back to parliament. Let us show leadership in our party and stop giving undue relevance to the toothless International moral guarantors. The government has on numerous occasions demonstrated that the international partners' input and observations don't mean a thing and nothing has been done about it. @fcmljallow1
