@VincentFoucher @EyesWideShot77 It is the same of course in Afghanistan, the Taliban built their court system from their own institutions and resources. They inherit the limited existing infrastructure in healthcare and education

@EyesWideShot77 I don't know about Afghanistan. But in rural NE Nigeria, where jihadists are doing the same, there are next to no infrastructure. This is not what they rely on.

I suppose it is pretty easy to provide petty “justice” in villages or small local communities when they simply get to inherit all the other very important and necessary “state” structures—like healthcare, welfare, infrastructure, etc.—wholesale by “conquering” it outright.

Essential on an edge that jihadists often have, in Afghanistan and elsewhere: they provide a justice that, if harsh on certain spectacular issues, is often cheap, fast, understandable and credible in the eyes of many over many, more mundane, less spectacular but frequent issues.
