I neither love nor hate the minister. I don’t know him enough to care either way. What I do know is, he’s got no powers to do anything really. The administration doesn’t play the game through his office. I won’t be shocked if he uses the guise of wanting to run for office to exit the office. Most, if not all, agricultural activities go through the Bank of Agriculture. And the BOA reports directly to the President.

At the very least, good policy making should endeavour to do no harm. Other features of good policy making include consultation, an assessment of potential impact, mitigation measures in cases it doesn’t work as well as planned, and rapid evaluation of effects on citizens. If despite taking all reasonable steps, you start it and it does more harm than good, stop it quickly and go back to the drawing board. One thing you must never do is what we tend to do often in Nigeria: Announce first and think about it later.
