Only a doctor can officially certify someone dead not a nurse and not a first aider. Please know this: until a doctor confirms it, do not assume the victim is dead. Also as a first aider, we do not rely only on pulse to check if someone is alive or breathing. What we use is LLF, Look, Listen, and Feel. Only if you are skilled at checking pulse you can use it, but LLF saves time.
